The main test that you should do on the cable is the continuity test. This is to ensure that both ends of the cable are fully functional.

Set your multimeter to the continuity test mode and bring the two ends of the cord close to each other.
Connect one probe of the multimeter to the male plug of the cable and the other probe to the female receptacle. The multimeter should beep and this will be a proof of continuity.

With the cable connected to the source, do a voltage test. It should indicate 120V or 240V depending the voltage of the power source.
