Port B (PB7..PB0)  XTAL1/XTAL2/TOSC1/ TOSC

If the pull-up resistors are enabled, the Port B pins externally pulled low will function as inputs and source current. Even though the clock is not operating, the Port B pins will be tri-stated if a reset condition is active.

Even if the clock is not operating, a reset condition will cause the pins of Port D to transition through all three states.
